Carmel-by-the-Sea, was founded back in 1910 by a group of intellectual, poets, artists. Thus Carmel was shaped and dominated by these artists and actors who were either city council or mayors including Clint Eastwood! Among the actual and former famous residents who live and lived in Carmel : Doris Day, Jack London Ansel Adams, Jennifer Aniston, , Clint Eastwood, , Kim Novak, Brad Pitt, Betty White….

While Carmel–by-the-Sea is an exceptionally dog-friendly city ,Carmel is also enforces unusual & strange laws and codes! .Indeed, Carmel–by-the-Sea’s municipal codes bans the wearing of shoes having heels without permit to protect the city of Carmel–by-the-Sea from lawsuits resulting from wearers of high-heeled shoes tripping over uneven pavements. Another unusual codes enforced in Carmel–by-the-Sea including forbidding selling and eating ice cream on public locations and streets. That became Clint Eastwood's official campaign highlights in 1986 when he made his official campaign’s ad as “Law, order & Ice cream”! He won & became the mayor of Carmel–by-the-Sea!
